Well, Technically even after Humans became a council race, the Attican Traverse isn't really any specific race's area it's just Council Territory, yet Pirates and such are using planets on the closest systems to the Terminus System, but the Council never really want to mess with them to avoid a war, but they let the Systems Alliance settle the Traverse freely, mostly because they have the fleet big and powerful enough to not need the Council protecting the colonies
